Sealed bids for the “2021 Street Improvement Project – Phase 1” will be received by the City of
John Day until Noon local time on March 19th, 2021 at City Hall, 450 East Main St., John Day,
Oregon 97845. Bids will be opened and read aloud at 1:00 P.M., March 19th, 2021 at the City of
John Day, Fire Hall Conference Room, 316 S. Canyon Blvd., John Day, Oregon.
Proposals shall be clearly marked “2021 Street Improvement Project – Phase 1” along with time
and date of bid opening and shall be delivered or mailed and received before the above hour and
date to City of John Day, 450 East Main Street, John Day, OR 97845, attention Nicholas Green,
City Manager.
A non-mandatory pre-bid site visit will be held March 9th, 2021 at 11am local time at the site.
Work is to commence within 10 days of the date of the Notice to Proceed and shall be completed
by July 9th, 2021.
The work consists of the following construction:
Schedule ‘A’ – Includes clearing and grubbing, sawcut asphalt, removal of asphalt
pavement, site grading and subgrade prep, providing/placement/compaction of
aggregate base material, asphalt pavement, storm drain piping, field inlet structure,
drainage ditches, and infiltration area.

All proposals shall be made on Proposal Forms, accompanied by completed Bidder’s
Certification Statements, Insurance Requirement Form, Employee Drug Test Certification Form,
and First Tier Subcontractor Form (within two hours of bid closing). Once awarded a one
hundred percent (100%) performance bond and one hundred percent (100%) payment bond will
be required to guarantee the faithful performance of the contract. Bidders need to be aware that
City of John Day’s office hours are Mon. - Thurs. 8:00am-5:00pm and that overnight delivery service is
not always available in this area.
The Contract is for public work subject to ORS 279C.800 to 279C.870.
The City of John Day reserves the right to reject any or all bids if it is in the public interest to do
so, may reject any bid not in compliance with all bidding procedures and requirements, to
postpone the award for 30 days, to delete items from the proposal, and to award the contract to
the lowest possible bidder per each schedule listed.
