Fiscal Year 2022-2023 URA Budget

A public meeting of the Budget Committee of the John Day Urban Renewal District, County of Grant, State of Oregon, to discuss the budget for fiscal year July 1, 2022 to June 30, 2023 will take place Tuesday, the 19th day of April, 2022 at 7:00 pm the John Day Firehall at 316 S Canyon Blvd, John Day, Oregon. 

The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget.  This is a public meeting where deliberation of the Budget Committee will take place.  A copy of the budget document may be obtained on or after April 14 by calling City Hall at 541-575-0028, emailing cityofjohnday@grantcounty-or.gov, or online at www.cityofjohnday.com.  Any person may appear at the meeting and discuss the proposed programs  with the Budget Committee.  Due to limited seating capacity, meetings are being held electronically to provide an alternative to in-person participation.  You may join from your computer, tablet, or smartphone at:  https://meet.goto.com/822124797.

Per the URA Bylaws established in Resolution 2019-03: Budget procedures will follow budget law of the State of Oregon for urban renewal agencies. An annual audit of the fund(s) of Agency will be performed. As required in ORS 457.460, an annual report will be prepared for Agency and published as required by applicable Oregon law.

Budget Committee Members shall consist of the same members as the City of John Day Budget Committee.

Budgeting Process

Municipal budgets must be prepared in compliance with Oregon Revised Statue Chapter 294 — County and Municipal Financial Administration. The budgeting process has four parts. The budget is: 1) prepared, 2) approved, 3) adopted, and 4) executed. The process begins in December and concludes in June, with the new budget taking effect on July 1st, the start of the Agency's new fiscal year.

Citizen Involvement

Local Budget Law is designed to give the public ample opportunity to participate in the budgeting process. After the budget committee approves the budget, the urban renewal agency publishes a summary of the budget and holds a public hearing, at which any person may appear for or against any item in the budget. These requirements encourage public participation in budget making. They also give public exposure to budgeted programs and fiscal policies before the Agency adopts the budget.
