     6.  Public Comments (Please Limit to 3 Minutes)

Public Comments are an opportunity to present information or speak on an issue that is not on the agenda. Comments are limited to 3 minutes for each person. Visitors may state their comments and should not expect the Commission to engage in back and forth dialogue regarding the comment, the Commission may either choose to add it to a follow up meeting or direct City Manager to follow up with the speaker. 

     7.  Consent Agenda:

           a.  Minutes of October 22, 2025

     8.  PAPA25-01:  The Planning Commission is reconvening for deliberations and to consider additional evidence submitted by the applicant. At the October 22nd meeting, the Planning Commission held a public hearing and received new oral testimony. Planning Commission passed a motion to close the public hearing but keep the record open to allow for additional written evidence to be submitted. At the October 22nd meeting, the Planning Commission did take formal action on the applicant’s proposed zone change. The Planning Commission found that the proposed zone change was in the public interest and recommended to the City Council the zone change be approved.
